The answer is : The server is designed specially for Turkish players, and there is a set of language too. but you have to change it manually. Here is the way.
On launcher, press Options (under “START CABAL”), select 3rd tab (Language), select “Turkish” in “Select Language“. The launcher and game will be in Turkish after you press “OK“.
In fact, I don’t know Turkish language but I guess my method works 🙂 Here is the result (click on the images for full size):
